When will the units be available for move-in?
The Cove at Highland Lake Development is excited to announce that the first 20 homes are already under construction. Here’s the projected availability for the different models:
PORTLAND model units (3 & 4), FREEPORT model units (1 & 2): Delivery beginning as early as April 2025.
YORK model units (19, 20, 5, 6): Delivery beginning as early as November 2024.
FREEPORT model units (11, 12, 13, 14): Delivery beginning as early as December 2024.
PORTLAND model units (15, 16, 17, 18): Delivery beginning as early as February 2025.
WINDHAM model units (7, 8, 9, 10): Delivery beginning as early as March 2025.
PORTLAND model units (3 & 4), FREEPORT model units (1 & 2): Delivery beginning as early as April 2025.
HIGHLAND CLUB: Construction to begin as early as June 2025.
Please note that these dates are approximate and subject to change due to weather conditions, site conditions, material availability, buyer needs, or other unforeseen elements.
How much are the HOA fees and what do they cover?
Each unit owner will pay an HOA fee that is proportionate to the size of their home. The 2025 total proposed budget is $128,915.00. Here are the estimated monthly fees based on unit type:
Portland Units: $472.69/mo
York Units: $515.66/mo
Freeport Units: $526.40/mo
Windham Inner Units: $655.32/mo
Windham Outer Units: $687.55/mo
The HOA fees cover a wide range of services, including:
Master Insurance
Water and Sewer/Septic
Irrigation
Plowing (does not include shoveling individual unit walkways)
Landscaping
Common Area Pest Control
Clubhouse Amenity Utilities & Maintenance
Waterfront Amenity Maintenance

Are pets allowed at The Cove?
Yes, The Cove at Highland Lake Development allows up to two household pets per unit. Pets must be common domestic animals (no livestock, laboratory animals, or reptiles), have no prior history of aggression or biting, and must be leashed in common areas. Dog breeds that are restricted for insurance purposes include, but are not limited to, Akita, Presa Canario, Chow, Pit Bulls, Rottweiler, Wolf Dog, Staffordshire, and any German Shepherd that has not been trained or has a history of biting incidents.

What types of boats are allowed at The Cove?
Owners at The Cove at Highland Lake will enjoy 585 feet of frontage on Highland Lake. You may launch and store your own kayaks, canoes, paddleboards, and other non-motorized vessels, provided they comply with local, state, federal, and Association guidelines and regulations. Please ensure your vessels are thoroughly cleaned to avoid introducing invasive species to the lake.
Note: No unit owners will be permitted to launch or store motorized boats on the development property. Only HOA-maintained motorized boats will be allowed on the community dock, and these will be limited in quantity and size according to Condominium Rules & Regulations.
Can I hire my own contractor for home improvements?
During the new construction process, buyers may not hire outside contractors or perform any work on their homes themselves due to liability and continuity of the delivery schedule. After transferring the title and becoming the owner of the unit, buyers are free to make additions or changes to their unit’s finishes, provided they comply with the Condominium Association Rules & Regulations.

What other amenities and services are included?
Highland Lake Living offers a range of amenities and services to enhance your living experience, including:
Gas Stoves: Not available due to buried tank size restrictions.
Patios: Each patio is grade/unit-specific and will be further detailed as each foundation is poured.
Plowing: Includes unit driveways but does NOT include shoveling of individual unit walkways.
Irrigation: YES! Included in HOA fees.
Trash Pickup: Yes- Provided by the Town of Windham. Each new owner will need to buy the town-required barrels. Early owners should be flexible with the location and day of the week for pickups until sales on the road are complete.
